Synopsis[]
At Megakat Asylum, an inmate is struggling against his straight jacket as a nearby guard watches an episode of David Litterbin's late-night show. The inmate, one former comedian named Lenny Ringtail, has a vendetta against Litterbin, feeling that he should have been the host of the popular show. Dismissed by the guard as crazy, Ringtail soon demonstrates that his intelligence is as sharp as ever by escaping his cell. Meanwhile, Jake and Chance are helping a customer with a broken-down car out in the country.
Fleeing pursuit, Ringtail makes his way to an antiques shop where he discovers a jack-in-the-box that bears a striking resemblance to his own visage. Katzmer, the owner of the shop, soon explains that the toy depicts Madkat, a deranged jester who was imprisoned long ago. The jester swore revenge on four individuals: another jester who replaced him, a king, a queen, and a knight. Intrigued by the story, Ringtail decides to seize the toy, throwing Katzmer aside only for the jack-in-the-box to come to life.
Madkat then offers Ringtail the chance to join with them so that they can both seek revenge, and the two soon merge into a monstrous being with mystical abilities. The deranged being soon appears on Litterbin's show, having targeted the talk show host as the jester whom Madkat wants revenge upon. Both Commander Feral and the SWAT Kats witness the ensuing chaos and are soon flying into action to deal with Madkat. Madkat drops Litterbin from the top of the building from which Litterbin's show is broadcast, only for the SWAT Kats to swoop in and save him.
Unfortunately, the trouble is far from over, as Madkat's magical abilities are a menace even for the advanced technology of the SWAT Kats and the Enforcers. Madkat traps Litterbin in a magical size-changing box, and then sets his sights on other targets for his revenge. He soon appears on television to announce his intentions and sets out after "the king" next. This proves to be Mayor Manx who is-as usual-on the golf course.
Manx is soon fleeing from Madkat, now in the form of a gigantic ball, and only escapes with the aid of an arriving Commander Feral. By doing so, however, Feral earns himself a spot on Madkat's list of targets as "the knight." The SWAT Kats soon arrive to assist the fleeing kats, but Madkat laughs off their attack and soon adds Manx to his collection. As Feral flees, determined not to be taken easily, Madkat assumes the form of a motorcycle to pursue him.
Razor takes to the streets as well on the Cyclotron to attack Madkat, but Madkat eludes him and then boards the Turbokat, from which he launches missiles of his own creation at Razor. T-Bone ejects the unwanted passenger but shakes off his landing with ease and soon captures Feral as well. Now only the queen remains, and Razor quickly realizes the most probable candidate just as she gives them a call: Callie Briggs. Razor quickly warns Callie of her danger, but the ever-dutiful Callie makes her way to Enforcer Headquarters.
Callie finds that Lieutenant Commander Steel has assumed command in Feral's absence but is obviously more impressed when the SWAT Kats arrive to provide her with protection. Katzmer then enters with the story of Madkat, and informs the SWAT Kats that the villain can be stopped if they remove his fool's cap. Madkat then arrives and seizes Callie, adding her to the collection in his jack-in-the box. However, upon severing a bell from Madkat's cap, the SWAT Kats discover that Madkat is indeed vulnerable.
Severing a second bell soon provokes Madkat's wrath, and he forces the pair to abandon the Turbokat before transforming into a skyscraper and swallowing Razor. T-Bone is thus left alone in his pilot's chair against Madkat, but succeeds in destroying the final bell on Madkat's cap. As a result, Madkat's captives are freed and Ringtail is restored to normal form. He attempts to flee with the jack-in-the-box, but a double punch from Razor and Feral puts him down.
Blaming the SWAT Kats for damage wrought by Madkat, Steel tries to hold them accountable but is halted by Feral out of gratitude for their rescue of him and the others. Manx also waives any blame they may have in the incident and decides to use tax money to repair both Enforcer Headquarters and the wrecked Turbokat. Litterbin, already eager to get back on the air, makes the surprising decision to bring Ringtail on as a guest star. Ringtail, embracing his newfound celebrity, announces that he intends to write a book entitled Madkat & Me. Watching this back at the garage, Chance decides he's had enough of late-night comedy and switches the channel to Scaredy-Kat.
