Synopsis[]

Mayor Manx is showing off his new Megakat Tower to Mr. Young and a group of investors in the company of Deputy Mayor Callie Briggs and reporter Ann Gora. The group then sets off for Megakat Golf Course. Meanwhile, at Jake & Chance's Garage, Chance is playing on an arcade cabinet while Jake is attending to his collection of house plants. Coincidentally, a far more sinister gardener is attending to several trees in the lobby of Megakat Tower: Dr. Viper. The disguised villain is spotted and followed by a sharp-eyed Callie shortly before his labors begin to bear fruit, as amssive vines suddenly grow up from beneath the building to wrap around it.

Dr. Viper, surrounded by a squad of his mutant creatures, tasks them with protecting him from Enforcers and SWAT Kats alike as he prepares to remake Megakat City in his own twisted image. Callie, observing this, runs to call for help but is spotted by Viper, who sends his monsters after her. She manages to get a call through to the SWAT Kats just before being seized, and the pair suit up to head to her rescue. Feral, arriving at the tower, prepares to fire on the building despite risks, until he learns that Callie remains trapped inside. He dispatches Enforcer Choppers to attack the building from above, but some of Viper's creatures-equipped for flight-make short work of them.

Viper gloats to Callie and displays to her his Spore Pod, which will soon spread its contents across Megakat City and transform Megakat City into Megaswamp City, his own personal kingdom. Callie interrupts his fantasizing to point out that the SWAT Kats have arrived, and Viper dispatches his flying creatures to attack them. The beasts' acid spray proves effective on the Turbokat and its weapons, but the distraction of their attack enables Callie to escape Viper's clutches. Razor, meanwhile, convinces T-Bone to let him go into the building after Callie, on the condition that they stay in radio contact.

T-Bone continues to evade Viper's air force as Razor makes his way deeper into the tower, where he is soon attacked by several of the Plantimals. Outside, Feral has his Enforcer Peacekeeper Tanks try to blast into the tower, only for a massive creature to emerge from the newly opened hole. Mayor Manx, noticing the chaos from a distance, calls up Feral to complain and orders him to evict Viper without destroying the incredibly expensive tower. Razor continues to run a gauntlet of Viper's monsters, not sharing Manx's concern about collateral damage. He is briefly knocked senseless by Callie, but the pair are soon making their way into the buildings air vents to escape the Plantimals.

Outside, the Enforcers deploy a chemical weapon against Viper's guardian, only for the beast to grow larger as a result of the attack. Razor updates T-Bone on his status, and after a brief discussion Razor decides that he and Callie will have to stop Viper's Spore Pod themselves. They are then caught up to by several Plantimals, but the air conditioning-accidentally activated when Razor and Callie entered the shafts-freezes them solid. Inspired, Razor asks T-Bone to meet them on the roof with some super coolant, and then takes Callie to an elevator shaft to expedite their travel upwards.

T-Bone stops by MASA for the coolant Razor requested, unaware that another Plantimal is following Razor and Callie up the elevator shaft. He arrives back at Megakat Tower and is soon engaged with Viper's fliers, while Razor arrives on the roof and confronts Viper. Viper manages to throw Razor off the building, but T-Bone manages to catch his friend who then pulls Callie aboard. Unfortunately, Razor soon finds that Viper's monsters have gummed up the working of his weapons systems, leaving him unable to fire at the creatures. Razor then drops through the floor of the Turbokat in order to manually release the giant tank of coolant.

Razor's ploy works, unleashing a huge wave of freezing air that freezes and kills all of Viper's giant plants. The SWAT Kats then drop Callie off so she can welcome a doubtless hysterical Manx. Sure enough, Manx arrives to find Megakat Tower in poor shape, and Mr. Young and his associates quickly inform him that they'll be looking for another building to house their headquarters.
