Synopsis[]
A plane is flying towards Megakat International when it is unexpectedly hit by a strange energy effect. Fortunately, the SWAT Kats witness the plane's behavior and are able to help the plane land safely. Their puzzlement over the incident is soon ended when the villainess Turmoil reveals herself. Declaring that the plane was hit with her Vertigo Beam, she warns that all aircraft flying above Megakat City in her airspace will suffer a similar fate unless the city begins paying her a weekly fee of two million in gold.
Felina Feral flies her Enforcer Chopper up to Turmoil's massive airship in an attempt to arrest the villain, only to be hit by the beam herself. After lowering her to safety, the SWAT Kats fly into action against Turmoil themselves. T-Bone's flying impresses Turmoil, and she soon deploys her own pilots-Omega Squadron-the engage the vigilantes. However, the all-female pilot force proves to be no match for the Turbokat's weaponry, and despite being hit by the Vertigo Beam at last T-Bone manages to continue flying.
Not wishing to "waste" such a gifted pilot, Turmoil locks her tractor beam onto the Turbokat. T-Bone, determined not to let Turmoil have both of them, ejects an unconscious Razor before being pulled aboard Turmoil's craft. Much to his surprise, T-Bone soon finds that Turmoil wants to offer him a place at her side. Seemingly intrigued, T-Bone decides to go on a tour of inspection of her airship.
Meanwhile, a revived Razor makes his way aboard the airship, while T-Bone finds himself intrigued by Turmoil even as he is adamant about putting a stop to her crime spree. Razor ends up running into a squad of guards while T-Bone tries on a new uniform provided by Turmoil and continues to oversee her forces. Taking advantage of Turmoil's apparent infatuation with him, he plants a device on the bridge. When Turmoil's lieutenant brings her word of Razor's presence, T-Bone offers to deal with his "ex-"partner himself.
Though Razor is briefly taken in by T-Bone's act, T-Bone is able to alert him to the truth and enable Razor's escape from his restraints. Razor and T-Bone then launch into action, reclaiming the Turbokat and escaping the airship. SWAT Kats and Omega Squadron are soon engaged in an aerial battle, but T-Bone then activates the device he planted. The Vertigo Beam, and Turmoil's airship, are both taken out of action, but Turmoil refuses to go down without a fight.
However, Turmoil's escape craft is soon seized by the Turbokat, and it isn't long before Turmoil finds herself in prison. T-Bone sends her a letter, which she tears up after reading. She then expresses her intent to see T-Bone again...
